The flocks comprised an important source of food, along with agriculture. The drought made the harvest poor or nonexistent, so the people turned to animals as their main source of food. Yet the animals were leaving, apparently so rapidly that the people could not catch them or prevent them from leaving. In at least some cases, the people were reduced to eating carrion. Finally, they are humbled and begin to repent.
