Although the address begins to the Gentiles, the most fervent and extended address is to the House of Israel. This is completely understandable as it was to the House of Israel that Jesus went in his mortal ministry. Here the resurrected Lord pleads with those of Israel who were unable to believe. He pleads that they will shake off their unbelief and through acceptance of their true Messiah be restored in all of the covenants prepared for them.
