This Lord who is speaking of his words emphasizes his deeds. The words may be written by men, but it is the Lord who can open and shut the heavens, or cause the earth to shake, who has given those words. We are to understand them as just as much a part of the will of the Lord as when the Lord controls the elements of the world.
