History attests the truth contained in this verse: It is by the wicked that the wicked are punished. For example, God anciently used the Egyptians, Assyrians, Babylonians, Persians, Greeks, Romans, Lamanites, and others to afflict and punish his wayward children, as instruments in his hands to inflict the wrath decreed for rebellion and wickedness (compare Isaiah 10:5–19).
