Jesus explains that these twelve are judges of Israel in the New World. He briefly reemphasizes themes from his sermon, expecting the twelve to recognize the allusions and recall the full instructions. First, the Savior refers them to his instructions on how to judge righteously. (See commentary accompanying 3 Nephi 14:1–2.)
