How can it be said that all things that Isaiah spoke “have been” and also “shall be”?

“By declaring that all things that Isaiah taught have been and shall be, the Lord described the phenomenon of dual fulfillment or even multiple fulfillment, in which a prophecy may apply in more than one time or place; that is, the prophetic declaration may have a specific fulfillment in Isaiah’s day or in the Savior’s day (the meridian of time) and also in modern times, in the final dispensation” (Ogden and Skinner, Book of Mormon, 2:210).
