“Whosoever Will Not Believe in My Words”

And then it will come to pass that those who refuse to believe in the words of Christ (proclaimed by the messenger mentioned in verse 9) will be cut off from the covenant people.

The "Servant." It may be said, in passing, that the poems concerning the "servant" (v. 10) may be best understood to refer, in the first place, to Israel as a nation (Isaiah 49:1-6) with a special mission among the Gentiles; and in the second place, to the Messiah, the Savior of all. In the case of Israel, as in the case of the greatest of her sons, the road to exaltation has been laid over Calvary.

And therefore, we read, that, it shall come to pass that whosoever will not believe in the words of Jesus Christ, which the Father will cause Him to bring forth unto the Gentiles, shall be cast off from the covenant people. (Compare III Nephi 20:23)
