The attributes of justice and mercy are necessary for God to carry out his eternal plan of happiness. As Ammon testified: “he is a merciful Being, even unto salvation, to those who will repent and believe on his name” (Alma 26:35). As Alma said to the people of Gideon: “neither doth he vary from that which he hath said; neither hath he a shadow of turning from the right to the left, or from that which is right to that which is wrong; therefore, his course is one eternal round” (Alma 7:20). The scales must be perfectly balanced between justice and mercy to save the truly penitent (Alma 42:24). Mercy cannot rob justice, nor can justice refuse the offering of mercy (Christ) because he “satisfied the demands of justice” (Mosiah 15:9). The balance of mercy and justice was prepared from the foundation of the world, and men were given their agency to obtain salvation and redemption, or destruction and misery (Alma 42:26). The choice is ours!
