Since law will be elevated in importance, Mosiah distinguishes good laws from bad. Good laws may come from good kings like Benjamin and Mosiah, but bad kings may enact bad laws. Thus, Mosiah will propose more than just the rule of law. He proclaims a new method of creating law, one that acknowledges the reality of both good and bad people but which enhances the opportunity of creating good laws. This method is judging by “the voice of the people” (Mosiah 29:26). Their participation is how the good can be preserved and the bad avoided.
