What is meant by endless damnation?

“Abinadi uses the term endless damnation … to refer to the resurrected state of all the rebellious, those who come forth in the resurrection of the unjust, those who refused to repent when the gospel was offered to them but who chose to go their own carnal ways, receiving eventually an inheritance in the telestial kingdom. Though they attain a kingdom of glory, yet to all eternity they are damned, cannot go where God and Christ are (D. & C. 76:112). … Their eternal condemnation is to have limitations imposed upon them so that they cannot progress to the state of godhood and gain a fullness of all things” (McConkie, Mormon Doctrine, 234–35).

To what do the “arms of mercy” refer? (16:12) “The image of the arm of mercy … occurs in Mosiah 16:12; Alma 5:33; 19:36; 29:10; and 3 Nephi 9:14. Each time, the Lord is offering … the chance to take full advantage of the Atonement” (Seely, “Image of the Hand of God,” 148).
