After the scattering which followed the crucifixion and resurrection of the Messiah, Jehovah will again gather the children of Israel. This continues to be a fulfillment of Isaiah’s theme of the return of a righteous remnant. In this future case, the righteous remnant will be defined by having learned of the true mission of the Messiah. They will acknowledge the Son of God and the atonement. Their hearts will be turned to the atoning Messiah.
To accomplish this, the Lord “will set his hand again the second time to restore his people from their lost and fallen state.” This is not simply a return to Jerusalem, but a return to the true understanding of who the Messiah is. In Nephite understanding, the Messiah is Jehovah. Thus, Israel is being restored to the true understanding of their God.
The “marvelous work and a wonder” refers to bringing scripture to light.
