There are at least three fulfillments of this prophecy: first, when Cyrus the Great of Persia issued an order allowing the Jews to return from Babylon in about 538 B.C.; second, “the modern-day return of the Jews to the Holy Land”; and third, at “the second coming of Christ, when the Jews will accept him as their Savior” (Ludlow, Isaiah,186).
