The second verse tells us that the Spirit of the Lord shall rest upon the Savior as he takes over the government of the entire earth to launch the glorious Millennium. Isaiah says he will have a spirit of wisdom and understanding as well as a spirit of wise counsel. He will also have a spirit of omniscient knowledge and will perform his great work exactly as the Father intended him to do.
In the third verse we learn that the Savior will be quick in understanding and will not judge merely from what he sees and hears but will actually judge from his knowledge of the heart of every man and women. Therefore he will judge the poor that they might receive their just deserts, and he will administer equity to the meek so that they will no longer be abused.
The Savior's entire administration will be so completely efficient and just that men will think of him as wearing a mantle or girdle of supreme righteousness and faithfulness.
