The repetition of the names Ephraim and Manasseh are for emphasis, and the alteration of the order to simply break the monotony of a pure replication of the names. The names stand for Israel, and the purposes of the then current political situation placed Israel in direct opposition to Judah. The stanza-terminating phrase ends the verse.
As noted earlier, the first four verses of the next chapter should also be read in conjunction with this unit of prophecy.
