Literature: This passage consists of a paired antithesis. Each unit describes a type of people and the result of their action. The people of the second phrase are juxtaposed against the people of the first. Despite Yahweh’s condemnation of Jerusalem and Judah as a whole, he recognizes and comforts those who remain righteous despite the community’s near-universal sin.
Each group, the righteous and the wicked, will receive the “rewards” they have merited by their actions. Yahweh not only highlights the difference between the righteous and the wicked but also notes that each will receive the just rewards of their actions.
