Why does Isaiah highlight the ragged rocks?

“The proud and the haughty are found in the clefts and tops of rocks (Isa. 2:19; Jer. 49:16; Obad. 1:3). In times of trouble the wicked choose to flee into the rocks of the earth, rejecting Jehovah, who is the ‘Rock of Israel’ (2 Sam. 23:3) and the ‘Rock of Heaven’ (Moses 7:53). Meanwhile, the righteous build on the rock of Christ and will never fall (Matt. 7:24–27). It is possible that the clefts of the rocks mentioned in Isa. 2:21 will be produced by the earthquake mentioned in Isa. 2:19” (Parry et al., Understanding Isaiah, 34–35).
