Section 113 of the Doctrine and Covenants specifically refers to this verse. God's command to have Zion put on her strength has reference to assuming the powers of the priesthood. The bands of the neck from which Israel is to be loosed are those curses of God inflicted on her for past offenses. Israel is to liberated from these curses and long-suffering. Now she can rejoice as her remnants are gathered together in the latter days.
