Nephi, who is writing scripture, cannot do so without quoting scripture- revelation past and present are perfect companions.
Similarly, Joseph Smith, in recording the mind and will of the Lord to those of our day, laced his expressions with the language of the ancient prophets.
This has the effect of binding those of the household of faith of all ages and generations into one great family.
