Application to Israel: After assurances that Yahweh is with Israel, the Judge/Lord answers concerns that Israel has not stated. He promises that they shall prevail against their invaders. However, this promise is for the future (“thy children shall make”), not for the present.
Application to Nephi’s audience: Nephi’s people are struggling with the very real difficulties of establishing a colony. This passage promises ease for their children, not for the current situation. The Old World prophecy of deliverance was periodically fulfilled, just as it was for the Nephites. The lesson of history is that deliverance once does not mean that we will never again become captives. Yahweh promises constant love and care, not continual protection from harm.
